5. Harold Wilson
Wilson dominated British politics in the 60s and 70s (1964-1970 and 1974-1976), winning four out of five general elections – more than any PM since the Victorian era.
However, Wilson's inability to tackle the pressing issues of the day and allowing inflation to reach a record 26% has earned him a place lower down the list.
