Waltham Forest CCTV Catches Fly-tippers
Waltham Forest Council’s zero tolerance policy on littering and fly-tipping leads to hefty fines for violators.

Waltham Forest Council, which prides itself for its efficient garbage collection system, has handed more than 10,000 fines for littering and over 1,000 fines for fly-tipping in 2017. The council has invested in CCTV systems and have set up pages on their website to publicly name and shame individuals and businesses who fail to dispose of waste properly. The public is encouraged to anonymous report those they recognise on CCTV footage through the same site.
The standard fine for fly-tipping is £400 and Waltham Forest Council is one of the London Borough Councils that chose not to offer reduced fines for early payments.
Cllr Clyde Loakes, Deputy Leader and Cabinet Member for the Environment, said: “Waltham Forest Council has a zero-tolerance policy on littering and fly-tipping. There is no excuse for people to dump their rubbish on our streets.
“We provide a weekly rubbish and recycling collection, we have three waste and recycling centres which residents can use for free and we are the only London borough to offer an unlimited bulky waste collection for free from residents’ front door.
“So, when we catch someone ruining our environment, they can expect to receive a fine.”
