Blackpool Council CCTV Policy Update

Blackpool Council updates surveillance policies on tackling crimes, such as anti-social behaviour and fly-tipping.

Updated surveillance policies are now in effect in Blackpool. The policies outline plans and new techniques that will be used to ensure peace and order. Under the updated guidelines, social media, CCTV cameras, undercover officers and informants will be utilised to catch individuals who break the law.

 

The council’s Audit Committee said that it was necessary to bring the guidelines up to date to reflect good practice and ensure a consistent approach. However, it ensures that the guidelines around surveillance do not infringe on human rights.

 

The report says: "The use of online open source internet and social media research techniques has become a productive method of obtaining information to assist the council with its regulatory and enforcement functions."

 

The report added that the new guidelines would require approval through the Regulation of Investigatory Powers Act (RIPA).

 

It adds: "RIPA provides the legal framework for lawful interference to ensure that any activity undertaken, together with the information obtained, is HRA (Human Rights Act) compatible."

 

Committee chairman Councilloar Paul Galley said that the updated policy reflects the council's needs.

 

He said: "It is an area that is moving fast in terms of technology, and you only have to look at the nature of CCTV technology to see that."
